The New York Daily News reports that a former Pennsylvania commissioner conceded that he fondled his 103-year-old mother-in-law’s breast leading to a sex crime conviction.

William Spingler, who served as commissioner of Radnor Township in Delaware County, told a jury on Thursday that the sexual assault “was just something I shouldn’t have done.”

Spingler, 75, was arrested last December after allegedly assaulted his mother-in-law for a third time within a month. He has denied the third sexual assault.

Spingler, whose wife died in 2017, visited his mother-in-law regularly in the nursing home. Before going to the nursing home, the victim lived with Spingler for eight years. Although she suffers from dementia, she still recognized him up until before the assaults happened.

According to the former commissioner, he touched her inappropriately for “shock value” in an effort to get her to recognize him.

“I thought for shock value, you know, I could get her to say something, let her know I was there. I touched her breast. It was the dumbest thing I ever did, but I did it to get her attention and let her know that I was there,” Spingler said.

The police chief who arrested Spingler, William Colarulo, testified before a jury that witnesses saw him assault his mother-in-law twice in the dining hall.

When Colarulo came to arrest Spingler, the former commissioner admitted to fondling his mother-in-law “to make her feel good about herself” and “get her going,” even though she said no.
